Description of original award (Fiscal Year 2018, $541,407)
The Bureau of Justice Statistics (BJS) and the FBIs Criminal Justice Information Services (CJIS) division partnered to implement the National Crime Statistics Exchange (NCS-X), an initiative to expand the number of law enforcement agencies (LEA) reporting crime data to the FBIs National Incident-Based Reporting System (NIBRS). The NCS-X Initiative seeks to transition a scientifically selected sample of 400 LEAs in reporting incident-based crime data to NIBRS in order to produce statistically sound, detailed national estimates of crime known to law enforcement. NCS-X goals will be accomplished by supporting state agencies in building capacity for local LEAs to transition to NIBRS and by supporting NCS-X participants in reporting incident-based data.
The NCS-X Implementation Assistance Program Continued Support for Program Participants is designed to enhance the states ability to expand reporting to NIBRS. In addition to improving automated capacity for receiving and processing NIBRS-compliant data, states can promote incident-based reporting by recruiting and supporting local LEAs in their transition to NIBRS. To accomplish NCS-X goals, the Pennsylvania Commission on Crime and Delinquency (PCCD) will (1) administer and manage 15 subawards provided to NCS-X-selected agencies to upgrade their technology infrastructure in order to submit NIBRS-compliant data to the Pennsylvania Uniform Crime Reporting (UCR) Program, (2) monitor local agency progress in transition to incident-based reporting, provide agency-level status reports to BJS, and confirm subrecipients are certified to report incident-based data to the state UCR Program by January 1, 2021, (3) provide a subcontract to In-Synch to distribute a NIBRS-compliant upgrade to 119 records management system (RMS) clients, and (4) provide a subcontact to the Pennsylvania Chiefs of Police Association (PCPA) to oversee the statewide rollout of the In-Synch NIBRS RMS upgrade.
