FY 2023 NICS Act Record Improvement Program (NARIP)

The Oregon State Police (OSP) will use funds for the following two projects: 1) continued funding of an Operations and Policy Analyst (OPA) position to oversee and facilitate NARIP-related record improvements. The OPA position will be responsible to oversee aspects of the disposition work to include overseeing deliverables, quality of records provided, statistical reports and progress, and the billing process. The position will also continue work on the manner in which records have historically been submitted, laws pertaining to firearm disqualifications, and emerging laws that attempt to address a lack of required data for making immediate firearm qualification determinations. Coordination with partner agencies will help to improve the rate of record completeness and timeliness. 2) Record Reconciliation Team (one Records Management Supervisor and five Administrative Specialist positions. The staff will conduct the necessary research to locate missing records and report immediately to OSP for immediate entry into Oregon’s Computerized Criminal History file. Key objectives for Oregon NARIP projects are to ensure records are readily available electronically for firearm transfer background checks and in support of all facets of public safety nationwide. NARIP project activities focus on resolving as many incomplete records as possible while seeking long term solutions to gaps within the overall record reporting process. This opportunity will help to ensure Oregon repository data is exchanged with and made available to state and federal partners through these important projects.
