Description of original award (Fiscal Year 2017, $436,828)
The goal of the National Criminal History Improvement Program (NCHIP) is to improve the Nation's safety and security by enhancing the quality, completeness, and accessibility of criminal history record information and by insuring the nationwide implementation of criminal justice and noncriminal justice background check systems. BJS provides direct financial and technical assistance to the states to improve criminal history and other related records and to build their infrastructure to connect to national record check systems both to supply information and to conduct the requisite checks.
Under the 2017 NCHIP priority areas, the Hawaii Criminal Justice Data Center (HCJDC) will conduct a series of four projects to illustrate its commitment to electronic end-to-end processing for timely reporting to the national files of Interstate Identification Index (III), the National Crime Information Center (NCIC), the National Instant Criminal Background Check System (NICS) Index, and Next Generation Identification (NGI). HCJDC will continue efforts to upgrade the statewide Automated Fingerprint Identification System (AFIS) under a lease-to-purchase agreement with the states vendor to relieve the financial burden of procuring a new system. To ensure that Hawaiis criminal history record information (CHRI) system is maintained at a high level, HCJDC is requesting a CHRI auditor position whose primary duty will be to conduct periodic audits of criminal justice agencies contributing information to the states criminal history repository, CJIS-Hawaii. Staff of the HCJDCs Data Integrity Section are requesting to purchase new desktop computers to research errors, make corrections, and report records to CJIS-Hawaii.
Hawaii is currently developing its State Rap Back Program which will provide an immediate notice of arrests to criminal justice and non-criminal justice agencies. The program requires modifications to all of the states systems that are involved in the fingerprint-based identification process because of their integration to perform a lights out identification process. The State Rap Back project addresses the gap in information sharing between agencies who perform criminal background checks to those that enforce the registering of firearms and background checks on those who provide services to vulnerable populations. Funds are requested to evaluate and identify fixes or enhancements to the subscription maintenance application identified pre- and post-Rap Back implementation.
The Hawaii Justice Information System (HIJIS) project aims to provide technical assistance for HIJIS Program participating agencies to modify their existing systems to meet data exchange specifications. Contractor services will be required to provide the resources to enable HIJIS partner agencies to implement the necessary modifications and enhancements to participate in the HIJIS Program.
