NCS-X Implementation Program

The Bureau of Justice Statistics (BJS) and the FBI’s Criminal Justice Information Services (CJIS) division partnered to implement the National Crime Statistics Exchange (NCS-X), an initiative to expand the number of law enforcement agencies (LEA) reporting crime data to the FBI’s National Incident-Based Reporting System (NIBRS). The NCS-X Initiative will support a scientifically selected sample of 400 LEAs in reporting incident-based crime data to NIBRS. BJS will be able to produce statistically sound, detailed national estimates of crime known to law enforcement when data from the 400 NCS-X agencies are combined with crime data submitted by the nearly 6,900 LEAs currently reporting to NIBRS.

The FY2018 solicitation furthers the goals of the NCS-X initiative by providing funding to local agencies in the NCS-X sample in order to assist them transition to NIBRS reporting. St. Louis Metropolitan Police Department’s (SLMPD) goal is to submit incident-level crime data to the Missouri Uniform Crime Reporting (UCR) Program that is consistent with state and national incident-based reporting (IBR) standards.

SLMPD is comprised of 1,314 sworn officer positions and 463 civilian positions. SLMPD’s current records management system (RMS) is not NIBRS-compliant. Given the functional limitations and support deficiencies of their current RMS, SLMPD has decided to acquire a new RMS that is state-IBR and NIBRS compliant. The transition to a new RMS will require new hardware to host the application and the associated databases. Given the age, dated technical specifications, and deteriorating physical condition of SLMPD’s mobile data terminals (MDTs) and desktops used for report writing, the agency will need to replace those units, as well.

There are three cost categories associated with this request, (1) NIBRS-compliant RMS, (2) hardware to support the RMS, and (3) replacement equipment compatible with NIBRS-compliant RMS.
(1) RMS and vendor-provided technical assistance – $338,000;
(2) Hardware and licensing to host new RMS – $102,021;
(3) Equipment – $717,250 to replace 250 MDTs; $69,040 to replace 80 desktops.
