Description of original award (Fiscal Year 2012, $241,088)

The goal of the National Criminal History Improvement Program (NCHIP) is to improve the Nation's safety and security by enhancing the quality, completeness, and accessibility of criminal history record information and by insuring the nationwide implementation of criminal justice and non-criminal justice background check systems. BJS provides direct financial and technical assistance to the states to improve criminal history and other related records and to build their infrastructure to connect to national record check systems both to supply information and to conduct the requisite checks.

Under this award, the Hawaii Department of the Attorney General plans to: (1) implement an information exchange between the Hawaii Integrated Justice Information Sharing program and the Judicial Information Management System; (2) research missing disposition information; (3) create an automated firearms denial information interface between four county records management systems to CJIS-Hawaii to reduce the amount of duplicate data entry and improve the accuracy of denial information; and, (4) research and submit fingerprint cards to IAFIS for missing arrests. Supplemental stalking and domestic violence funds are being requested to fund the position of a validation clerk to submit historical temporary restraining orders and protection orders to the NCIC Protection Order File, perform audits, and validation tasks.
