The goal of the National Criminal History Improvement Program (NCHIP) is to improve the Nation's safety and security by enhancing the quality, completeness, and accessibility of criminal history record information and by insuring the nationwide implementation of criminal justice and non-criminal justice background check systems. BJS provides direct financial and technical assistance to the States to improve criminal history and other related records and to build their infrastructure to connect to national record check systems both to supply information and to conduct the requisite checks.
The Minnesota Department of Public Safety, Bureau of Criminal Apprehension will use funds to fully participate in the Interstate Identification Index by implementing the National Fingerprint File (NFF) Fastrack Project. This project will allow the state to meet NFF requirements set forth by the FBI by modifying the fingerprint processing of criminal and civil fingerprints to comply with NFF rules. Changes will be made to two existing services, BioID (the message handling and workflow management of biometric transactions) and the Computerized Criminal History, and a new service will be created, the Civil Applicant Processing Service (CAPS). All of these changes are required before Minnesota can be certified for NFF participation. Ultimately, these changes will improve the way Minnesota processes criminal record information and applicant background check requests.
