Comparative Measurements of Public In-State versus Private Out-of-State Imprisonment for Hawaii's Inmate Population

The State Justice Statistics (SJS) Program is designed to maintain and enhance each State's capacity to address criminal justice issues through collection and analysis of data. The SJS Program provides support to each State to coordinate and conduct statistical activities within the State, conduct research to estimate impacts of legislative and policy changes, and serve as a liaison in assisting BJS to gather data from respondent agencies within their States.

Under this award, the Hawaii Statistical Analysis Center will conduct a study to examine Hawaii's imprisonment policies and practices by comparing out-of-state transfers with those inmates who remain incarcerated in Hawaii, including outcomes in the community once released. The study will focus on demographic and criminal history profiles of inmates incarcerated in-state and out; rates of recidivism among the two groups; and drug treatment received in the private out-of-state facilities, as compared to similar treatment in Hawaii's state prisons.
