FY 2023 National Criminal History Improvement Program (NCHIP)

The South Dakota Division of Criminal Investigation (DCI) will use funds for several projects. DCI requests funds to continue to support two FTE positions for processing increasing criminal arrests and civil background check requests. These two FTE’s are responsible for handling this increase, while also dealing with an increase in workload as it pertains to collecting and reporting NICS information from local and mental health boards. These employees are vital to SD DCI’s mission and our continued success. Funds are also requested to continue the multi-year, phased effort to replace all the active livescans in the state. The state currently has 42 active livescans.  Many of these livescans have been updated throughout the past five years using NCHIP funds.  SD DCI has been continuing its efforts of a phased approach to replace all outdated livescans throughout the state, while also providing livescans to new locations that have previously not had the capabilities to submit fingerprints electronically. SD DCI is requesting funds to provide several designated local law enforcement agencies and two civilian agencies with upgraded livescan equipment. DCI also has electronic equipment that needs replaced and requests funds to purchase five new desktops and monitors, 9 printers, and 1 laptop to replace the older models are staff is currently using.  The new CCH system also requires updated electronic equipment for the staff members. In addition to electronic hardware, DCI is asking to purchase ten Laserfiche licenses for ID staff members.  This software is used for document management and fingerprint card requests/orders from state agencies. The ID section is out of compliance in areas according to a recent FBI audit. DCI needs to be auditing over 400 agencies for civilian backgrounds, but the office has had significant turnover in staff and is entirely new.  During the transition, it was observed that an efficient way to be able to audit all these civilian agencies is needed to be in compliant with the FBI criteria submitted to DCI in recent audit documents.  DCI received a quote from Diverse Computing and are requesting funds for this online audit version to improve with compliance.
