FY 2022 Minnesota NCHIP

The Minnesota Department of Public safety will use FY22 NCHIP funds for a Criminal History System (CHS) Improvement project and a Livescan Replacement project. For the CHS Improvement project there are four enhancements: 1) The Biometric Identification Service (BioID) is a software solution developed by the BCA that facilitates creation of criminal records in the state CHS. BCA will improve code reliability and sustainability to ensure timely submissions of criminal data to the FBI, as well as when responding to external data requests; 2) Criminal History Records Improvement (Criminal History with no FBI UCN/pseudo pointers and missing dispositions): BCA resources will identify and take control of Minnesota Criminal History Records that do not contain an FBI UCN. In addition, the BCA is going to identify records that are missing dispositions, locate the dispositions, and add them to the record. Existing staff working overtime will perform the manual effort; 3) CHS Hardware Replacement: CHS operates primarily on third party product from MarkLogic Corporation using their NoSQL database and user interface. The current technology servers are reaching the 6 years in service and need to be replaced to assure they can continue to provide critical criminal history data and meet increasing security requirements; 4) CHS Security Requirements & Implementation: The BCA completed an IT security and compliance self-audit in 2020 to assess compliance with the FBI CJIS Security Policy and to identify areas of improvement. The improvements will maintain data accuracy, quality, availability and accessibility and FBI compliance. For the Livescan Replacement project, NCHIP funds will be used for replacing aged and out of support Livescan devices. The state currently receives 99% of its criminal submissions electronically through the use of Livescans.  Any failure of any of these devices presents a substantial risk to sustaining complete and timely criminal history data for Minnesota, NGI, III and the NICS Indices. Funds will also be used to support a Livescan Deployment Manager and a Biometrics System Engineer. The deployment manager will ensure successful implementation of all aspects of the Livescan installation process and the Engineer will be responsible for security and maintaining FBI CJIS Security Policy compliance.
