Description of original award (Fiscal Year 2022, $1,800,561)

The Mississippi Department of Public Safety (MDPS), the parent agency of the Mississippi Criminal Information Center (MCIC), is the administrator for criminal history improvement programs for the State of Mississippi.  The MCIC is Mississippi’s sole conduit for information exchange with the Federal Bureau of Investigations’ (FBI) National Criminal Information Center (NCIC) system, as well as for other national data exchanges and statewide law enforcement information exchange within Mississippi. Over the past several years, under the auspices of the MDPS/MCIC, the State of Mississippi has built a state-of-the-art criminal records system. This system, the Mississippi Criminal History System (MCHS), was created using funding from National Criminal History Improvement Program (NCHIP) funds as well as other federal grants and state funds. With technology ever-changing and its costs continually rising, the State of Mississippi finds it challenging to maintain and improve its existing criminal history system, along with the hardware and software applications that support it.  MDPS will allocate the funds towards achieving the following goals & objectives: 1) Contract with Meris LLC to develop a document scanning capability for CIC documents; 2) Purchase scanner interface library to implement document scanning capability for dispositions, expungements, and imperative document related to CIC; 3) Purchase window client Virtual Machines (VMs) for testing to implement document scanning capability for dispositions, expungement contract with Computer Projects of Illinois (CPI) to implement an Internet Records Access Portal (iRAP); 4) Purchase Surface Pro 7 package for Criminal Information Center (CIC) staff Purchase Aware NISTPack package for printing FBI cards; 5) Purchase live scan units for each agency in Mississippi; and 6) Contract with SEARCH Data Dashboard or arrest and disposition records reported. MDPS will work with existing State-certified vendors to achieve the aforementioned goals as it continues to strive to provide the most thorough and complete criminal information for all city, state, and federal agencies authorized to attain this information.
