FFY 2023 New York State NARIP (NICS) Project

The New York State Division of Criminal Justice Services (DCJS), will use funds towards sub-awards with the New York State Police/Information Technology Services (NYSP-ITS) and the New York State Department of Health/Health Research Incorporated (DOH-HRI). For the NYSP-ITS subaward, NYSP-ITS will create the ability to modify the primary Order of Protection record and develop the methodology to send the modified records to NYSP and NCIC. The implementation of this project will allow NYS Orders of Protection to be in all systems with the most updated status while maintaining one NIC number through the life of the order. This change will ensure system consistency that will contain correct and reliable information which is mandated by the FBI CJIS. This change will also greatly enhance the Order of Protection record functionality, reporting and accuracy, as well as prolong the existing NIC number Schema. NYSP-ITS proposes a four-step process to accomplish this: 1) develop a method to supply OCA with a NIC number to reference in their OOP after the initial order has been sent to the NCIC; 2) enhance the OOP record application to include the ability to modify an existing OOP; 3) modify the existing OCA feed to include the ability to send a modified order to NYSP; and 4) modify the existing NYSP feed to include the ability to accept modified OOP. For the DOH/HRI subaward, funds will be used to develop a secure data quality audit system to streamline communication and improve response time from facilities regarding NICS data quality. DOH-HRI proposes a five-step process to accomplish this: 1) modernize NICS reporting platform to collect, update, and store NICS data from hospitals more efficiently and ensure compliance with federal and state security policies and standards; 2) accelerate the automation of NICS reporting from hospitals to greatly increase speed of reporting, improve efficiency and data quality, decrease long-term costs, and reduce burden of manual reporting for hospitals; 3) perform audit and compliance activities, both spurred by DOH-HRI analyses (ad-hoc and routine), as well as at the request of the NYS Office of Mental Health and federal entities; 4) continue to serve as a Point of Contact (POC) for Federal Bureau of Investigation (FBI) NICS outreach; and 5) provide training and end-user support to the hospitals so that they may have continuity in and understand their responsibility for NICS reporting activities.
