Description of original award (Fiscal Year 2021, $75,000)

The State Justice Statistics (SJS) Program is designed to maintain and enhance each state's capacity to address criminal justice issues through collection and analysis of data. The SJS Program provides support to each state to coordinate and conduct statistical activities within the state, conduct research to estimate impacts of legislative and policy changes, and serve as a liaison in assisting BJS to gather data from respondent agencies within their states. The Kentucky Criminal Justice Statistical Analysis Center (CJSAC) was officially transferred from the Office of the Attorney General to the Kentucky Justice and Public Safety Cabinet (KJPSC), Office of the Kentucky Criminal Justice Council, in March 2000. Because of the SAC’s placement within the KJPSC, the research efforts and daily operations are directly linked to the Cabinet’s policy and planning goals as well as other statewide and national efforts to collect, analyze, and disseminate data on topics that impact law enforcement and criminal justice efforts. Elzie Burgher is the CJSAC Executive Director, and is responsible for the SAC’s day-to-day operations and major research projects. Phase II (15PBJS-21-GK-00017-BJSB) Phase II of the funding will focus efforts on the State Justice Statistics (SJS) program area: Special-Emphasis Capacity-Building Projects, Priority A: Use of administrative or operational criminal justice data. 2021 SJS grant funding will be directed to support Phase II of the Study of Kentucky Department of Juvenile Justice Criminal Justice System Records, a continuation of efforts originating in the Phase I. Phase II will be guided by the research findings of Phase I. Within the Phase II scope, research will focus on analysis of and recommendations relating to the establishment or enhancement of existing data exchange and data exchange technologies with the following agencies and entities: Administrative Office of the Courts, Department of Kentucky State Police, Kentucky Parole Board, Department of Corrections, External Child Fatality and Near Fatality Panel, Criminal Justice Statistical Analysis Center, Cabinet for Health and Family Services, Commonwealth’s provider of victim notification services. This analysis will provide Kentucky with significant insight into current practices and methods by which to improve collection, sharing, and analysis of juvenile criminal justice records.
