Description of original award (Fiscal Year 2020, $976,098)
The goal of the National Criminal History Improvement Program (NCHIP) is to improve the Nation's safety and security by enhancing the quality, completeness, and accessibility of criminal history record information and by insuring the nationwide implementation of criminal justice and noncriminal justice background check systems. BJS provides direct financial and technical assistance to the states to improve criminal history and other related records and to build their infrastructure to connect to national record check systems both to supply information and to conduct the requisite checks.
Under the FY 20 NCHIP project, the Alaska Department of Public Safety will use funds to employee two Criminal Justice Technicians to research missing dispositions and duplicate state identification records; for travel and related allowable costs for two DPS staff to attend two national events during the grant period for important technical assistance and training; a Criminal Justice Technician to assess and research hard copy fingerprint cards received from the Anchorage Police Department, approximately 100,000 cards, for entry and updating of criminal arrests and dispositions into the state criminal history repository and III; purchase twenty-four new laptops to be used for statewide training on entering arrests and hot file records into the state repository, III, NCIC, and the NICS Indices; for an external audit of DPS criminal justice information repository; to digitize Alaska State Trooper case reports for accessibility for NICS and missing disposition research; and for a technical consultant to assist with the state message switch and criminal history repository replacement project.
Further, the AK DPS will sub-award funds to the Alaska Court System (ACS) to continue to coordinate and work closely with the State of Alaska DPS, the administering NCHIP agency. The ACS is committed to making its information sharing projects compatible with federal record systems and national standards. By converting from a manual to an electronic system, the ACS is making it possible to transmit reportable records electronically to the state record system for onward transmission to the national system.
