Description of original award (Fiscal Year 2018, $635,912)
The Bureau of Justice Statistics (BJS) and the FBIs Criminal Justice Information Services (CJIS) division partnered to implement the National Crime Statistics Exchange (NCS-X), an initiative to expand the number of law enforcement agencies (LEA) reporting crime data to the FBIs National Incident-Based Reporting System (NIBRS). The NCS-X Initiative will support a scientifically selected sample of 400 LEAs in reporting incident-based crime data to NIBRS. BJS will be able to produce statistically sound, detailed national estimates of crime known to law enforcement when data from the 400 NCS-X agencies are combined with crime data submitted by the nearly 6,900 LEAs currently reporting to NIBRS. The FY2018 solicitation furthers the goals of the NCS-X initiative by providing funding to the remaining local agencies in the NCS-X sample in order to assist them in the transition to NIBRS reporting.
Springfield Police Department (SPD), along with Sangamon County Sherriffs Office and Sangamon County Emergency Telephone System Board, lead the Integrated Criminal Justice/Public Safety Initiative (ICJPSI). The ICJPSI host a Tyler Technologies records management system (RMS) used by 34 local law enforcement agencies. The ICJPSIs RMS is not currently NIBRS compliant. Tyler Technologies offers an upgrade and additional module that meets the federal NIBRS standard and can be modified to include Illinois-specific data elements. To support the updated RMS, the ICJPSI will also need to upgrade the associated hardware. Once this upgrade is complete, all 34 agencies in the RMS consortium will be NIBRS-compliant. To meet project goals, the ICJPSI must first procure the hardware needed to run the upgraded RMS and then install the RMS upgrade and NIBRS module. Once the software updates are implemented, consortium agencies must train personnel on the new Mobile Report Writing System designed to send incident data from the field to the RMS. ICJPSI will test IBR/NIBRS data with the Illinois UCR Program and obtain certification.
