FY 2018 NCS-X Implementation Assistance Program: Support for Local Law Enforcement

The Bureau of Justice Statistics (BJS) and the FBI’s Criminal Justice Information Services (CJIS) division partnered to implement the National Crime Statistics Exchange (NCS-X), an initiative to expand the number of law enforcement agencies (LEA) reporting crime data to the FBI’s National Incident-Based Reporting System (NIBRS). The NCS-X Initiative will support a scientifically selected sample of 400 LEAs in reporting incident-based crime data to NIBRS. BJS will be able to produce statistically sound, detailed national estimates of crime known to law enforcement when data from the 400 NCS-X agencies are combined with crime data submitted by the nearly 6,900 LEAs currently reporting to NIBRS.

The FY2018 solicitation furthers the goals of the NCS-X initiative by providing funding to local agencies in the NCS-X sample in order to assist them transition to NIBRS reporting. The Cape Girardeau County Sheriff’s Office’s (CGCSO) goal is to submit incident-level crime data to the Missouri Uniform Crime Reporting (UCR) Program that is compliant with state and national incident-based reporting (IBR) standards. To accomplish this goal, CGCSO will replace its current summary-based records management system (RMS) with an incident-based RMS.

The CGSCO hosts a RMS shared by the Cape Girardeau City Police Department and the Jackson City Police Department. The current RMS has limited automation, requiring that even summary-based reports be pulled from the system and manually entered. Given the functional limitations and support deficiencies with their current RMS vendor, CGCSO will acquire and implement a new, incident-based RMS in order to comply with the Missouri-specific and NIBRS requirements. The transition to a new RMS will require CGCSO to also obtain an upgraded server to host the application.

To transition to IBR, CGCSO will finalize plans among consortium agencies, install the new software, and confirm it meets state-specific IBR standards. The agency will also upgrade their hardware to support the IBR software. The new RMS vendor will provide technical assistance to the consortium agencies, as well as migrate legacy data to the new system. CGCSO will work with the Missouri UCR Program to ensure data meet both state and federal IBR standards and obtain certification to report incident-based data.
