Description of original award (Fiscal Year 2016, $635,306)
The goal of the National Criminal History Improvement Program (NCHIP) is to improve the Nation's safety and security by enhancing the quality, completeness, and accessibility of criminal history record information and by insuring the nationwide implementation of criminal justice and noncriminal justice background check systems. BJS provides direct financial and technical assistance to the states to improve criminal history and other related records and to build their infrastructure to connect to national record check systems both to supply information and to conduct the requisite checks.
Under the 2016 NCHIP award, the Massachusetts Executive Office of Public Safety and Security (MA EOPSS) will build upon the framework established under the FY 2006 NCHIP grant in order to submit disposition data via the Interstate Identification Index (III) messaging to the Federal Bureau of Investigation (FBI) Next Generation Identification (NGI) system and increase the percentage of Massachusetts arrests with dispositions in the FBI NGI system. According to a FBI report provided to the Department of Criminal Justice Information System (DCJIS) and Massachusetts State Police (MSP) as of June 30, 2015, the percentage of Massachusetts arrests with dispositions in the FBI NGI system was 11 percent. The EOPSS will work with the Courts, the Division of Criminal Justice Information Services, and the Massachusetts State Police on this effort to increase the percentage of Massachusetts arrests with dispositions in the FBI NGI system.
MA EOPSS will be responsible for contributing a 10% match under the 2016 NCHIP grant. (CA/NCF)
