Oklahoma State Justice Statistics Program, 2016

The State Justice Statistics (SJS) Program is designed to maintain and enhance each state's capacity to address criminal justice issues through collection and analysis of data. The SJS Program provides support to each state to coordinate and conduct statistical activities within the state, conduct research to estimate impacts of legislative and policy changes, and serve as a liaison in assisting BJS to gather data from respondent agencies within their states.

Oklahoma statues designate Oklahoma State Bureau of Investigation (OSBI) as the Statistical Analysis Center (SAC). The SAC functions are located within OSBI’s Information Services Division, Data Collection and Reporting Section, Office of Criminal Justice Statistics (OCJS). OCJS is comprised of one SAC Director and three statistical research specialists. SAC staff works closely with agency leadership to plan and develop the SAC’s research agenda.

Under this award, the Oklahoma Statistical Analysis Center (SAC), located within the Oklahoma State Bureau of Investigation (OSBI), will conduct activities under the following Core Capacity area: Increasing access to statistical data. The Oklahoma SAC is requesting funds to increase access to statistical data through enhancing data sources and improving analytic capabilities. These funds will be used to analyze sex crimes reported by the State Incident-Based Reporting System (SIBRS) agencies and to develop a new section in the annual Crime in Oklahoma report. Researchers will analyze approximately 1,600 sex offenses from reporting agencies across Oklahoma. The analysis will include incident-based crime data from all SIBRS reporting agencies. Staff will focus on four sex offenses: forcible rape (11A), forcible sodomy (11B), sexual assault with an object (11C), and forcible fondling (11D). By analyzing statewide incident-based crime data, the SAC will enhance its analytical capabilities and move away from summary data to incident-based data to support the efforts of the National Crime Statistics Exchange (NCS-X). Findings will be published in a new section of the Crime in Oklahoma annual report and include recommendations about data quality and completeness. SAC staff will create a training module for reporting agencies to address the recommendations in the report. Funding is also being requested for travel to attend the NCJA National Forum. (CA/NCF)
