The goal of the National Criminal History Improvement Program (NCHIP) is to improve the Nation's safety and security by enhancing the quality, completeness, and accessibility of criminal history record information and by insuring the nationwide implementation of criminal justice and noncriminal justice background check systems. BJS provides direct financial and technical assistance to the states to improve criminal history and other related records and to build their infrastructure to connect to national record check systems both to supply information and to conduct the requisite checks.

Under this award, the Connecticut Office of Policy and Management, the Connecticut Judicial Branch, and the Connecticut Department of Emergency Services and Public Protection (DESPP) will use funds to: 1) provide court clerks with the technical capacity to enter the new civil protection order information for victims of stalking and sexual assault in non-domestic situations into the state protection order registry and NCIC; 2) continue the development of a modern database and user interface to record and disseminate criminal dispositions and mental health adjudications to be made available for state and federal firearms background investigations; 3) develop and complete a full set of requirements and a Request for Proposal for the replacement of Connecticut's computerized criminal history system with a goal of becoming a fully participating National Fingerprint File (NFF) state. The state has secured state bond funds to procure a new NFF-compliant system after the full requirements of the new system is assessed. (CA/NCF)
