Description of original award (Fiscal Year 2009, $399,694)
The National Instant Criminal Background Check System (NICS) Improvement Amendments Act of 2007 (NIAA) requires the collection of information from state criminal record repositories, state court systems, and potentially other original source record holders regarding firearms-prohibiting records. The NIAA required states to provide the Attorney General with reasonable estimates of such records that cover the past twenty years (1989-2008). These estimates included each of the following two numbers for all seven categories of records sought: 1) the number of such records available at the originating agencies in the state, and 2) the number of these records already in the state's criminal repository. Based on these data, the Bureau of Justice Statistics (BJS)is tasked with developing a percentage figure representing the degree of completeness of the records currently being reported to the FBI.
Under this award, the National Center for State Courts (NCSC) will partner with the SEARCH Group, Inc. to plan, design, and implement a methodology for: 1) determining the reasonableness of the state record estimates provided by individual states; and 2) produce state record estimates for states that did not submit initial estimates to BJS. The NCSC will provide overall project management, statistical analysis and modeling, and evaluation of state court data. SEARCH will be responsible for assessment of, and solutions for, issues arising from the state criminal record repositories and other executive branch agencies implicated in NICS reporting.
