The Census of State and Local law Enforcement Agencies (CSLLEA) has been conducted by BJS every 4 years since 1992. It is a complete enumeration of all State and local agencies employing sworn personnel with general arrest powers. The data collection provides a complete accounting of local police departments, sheriffs' offices, State law enforcement agencies, and law enforcement agencies serving special jurisdictions.
Under this award, activities to be carried out by NORC include the following: pre-data collection activities such as questionnaire formatting, pretesting the survey instrument, and main data collection; survey item response and retrieval; data collection specialist training; case management tracking and reporting; and data processing and delivery of data file.
Data are collected on the functions and responsibilities of each agency, and their number of sworn and nonsworn employees. The resulting data file serves as a valuable tool for assessing the Nation's State and local law enforcement resources. The CSLLEA agency list is frequently requested for research purposes, and it is used by BJS as the sampling frame for its Law Enforcement Management and Administrative Statistics (LEMAS) survey.
