North Carolina SJS 2007

The State Justice Statistics (SJS) Program is designed to maintain and enhance each State's capacity to address criminal justice issues through collection and analysis of data. The SJS Program provides support to each State to coordinate and conduct statistical activities within the State, conduct research to estimate impacts of legislative and policy changes, and serve as a liaison in assisting BJS to gather data from respondent agencies within their States.

Under this award, the North Carolina SAC will:

(1) evaluate the State's gang intervention and prevention programs to examine the impact these programs have had on local communities' gang problems;
(2) continue updating and expanding the SAC website; and
(3) compile data and make substantive analyses on three criminal justice areas, documenting system problems and costs savings: mental health reform, juvenile justice reform with an analysis of the impact of raising the juvenile age from 15 to 17, and sentencing reform including an assessment of the costs associated with holding drug offenders in prison versus placing them in community-based alternatives.

Under this award, the North Carolina SAC intends to: (1) conduct an evaluation of the state's inmate release data to examine where the inmates are being released to inform the Commission's Criminal Justice Improvement Committee in making future funding decisions for re-entry and transitional housing programs; (2) continue updating and expanding the SAC website; (3) design and administer an on-line survey of state and local criminal justice agencies for a statewide and comprehensive needs assessment to identify the emerging crime and justice issues as well as recommend solutions; and (4) attend and participate in the BJS/JRSA National Conference.
