Award Information
Description of original award (Fiscal Year 2006, $200,000)
The goal of the National Criminal History Improvement Program (NCHIP) is to improve the Nation's safety and security by enhancing the quality, completeness, and accessibility of criminal history record information and by insuring the nationwide implementation of criminal justice and non-criminal justice background check systems. BJS provides direct financial and technical assistance to the States to improve criminal history and other related records and to build their infrastructure to connect to national record check systems both to supply information and to conduct the requisite checks.
Under this award, funds will be used to continue the development and implementation of a new Criminal Court Information System (CCIS) to replace the outdated Automated Criminal Infraction System (ACIS) currently operated by the courts in North Carolina. The State has a unified court system in which all 100 county court clerks use ACIS to input and transmit disposition and adjudication information to the central State repository. The current system is not able to keep up with the increasing volume of cases being processed through the courts, nor is it able to expand to incorporate new functionalities. The proposed CCIS will be flexible and capable of incorporating additional enhancements and functions as the need arises. This new system will greatly improve the accuracy and timely reporting of all court data into an electronic database accessible to all law enforcement agencies. Within the 12-month project period, multiple entry screens will be implemented in three pilot courts to facilitate efficient entry of court processes such as continuances, waivers, and restitution payments.
