The Idaho State Police (ISP) requests funds to conduct a project with a third-party vendor to find and append the Idaho Computerized Criminal History (CCH) system with missing dispositions. This analytical project will focus on the aging of open arrests that have not been updated with a prosecutorial or court disposition and will also produce an assessment of data anomalies including records that may or not be accurate. Finally, using copies of unified court data and CCH data, this project will use machine learning and artificial intelligence techniques to programmatically identify missing dispositions and prepare for appending to CCH. ISP’s BCI also proposes to have SEARCH perform in independent evaluation and review of the Idaho State Police’s compliance with statutory requirements to ensure that Idaho has the necessary policies, procedures, processes, and information systems in place to provide timely, accurate, and complete criminal history information for authorized purposes. This project will actively seek out innovation and forward-thinking processes to ensure Idaho continues to move toward complete criminal history records in all aspects as required in state code. ISP is also requesting funding for a part-time Project Manager 1 position. The Project Manager will review and approve documentation from the vendor; manage implementation schedules; review project control logs; coordinate training, testing and provide timely feedback to the vendor and ISP staff; review and approve work packages for deployment into the production environment; coordinate cutover activities; and complete performance reporting and financial tracking for the NCHIP grant.
