FY23 New York SJS Program

The NY SAC proposes two projects, one core capacity and one special emphasis. Under the core capacity area, the NY SAC proposes to expand the availability of recidivism data including matching cohorts of individuals released pretrial and those sentenced to jail and conditional discharge to the NYS criminal history repository, developing coding for recidivism measures including rearrest, reconviction, and re-incarceration, and building an interactive data dashboard that will allow users to explore recidivism by demographic characteristics and prior criminal history.  The project will also include the development of comprehensive data notes and documentation that will accompany the data dashboard.  It is expected that the analytic infrastructure developed will allow recidivism data to be updated on an annual basis. Under the special emphasis area, the SAC proposes working with the Department of Health (DOH) to establish a data exchange mechanism and examine a cohort of individuals seeking hospital treatment for firearm and other violent injuries and explore future known offending to determine the nature of and extent to which victims of violence become known perpetrators of violent offenses. This project is in response to a 2021 emergency order by the Governor of New York establishing the Office of Gun Violence Prevention within the state’s DOH in response to increases in gun violence.  The emergency order and additional investments in gun violence reduction efforts in the state’s executive criminal justice and health agencies affirmed the joint role of public safety and public health in reducing gun violence victimization.  This project will require support to conduct a quality assessment of DOH data, develop and implement a mechanism to share data across agencies, match individuals across the separate data sources, document the technical aspects and success of matching, and conduct analyses on the nature and extent of the victim-offender overlap in New York.
