Description of original award (Fiscal Year 2022, $1,308,071)

The Michigan State Police (MSP) recognizes several initiatives essential to improving the accuracy, quality, timeliness, and accessibility of criminal history data and related records. Vital enhancements within the criminal history record (CHR) system include (1) regular record quality audits, (2) record backlog reduction, (3) record updates for open concealed pistol licensing (CPL) cases, (4) record completion for arrest incidents with missing data, (5) the establishment of statewide booking standards and initiative monitoring, (6) technology enhancement for Live Scan (fingerprinting) devices at local agencies, and (7) provisions for data management training within MSP, the courts, and other reporting agencies. These CHR system improvement initiatives will ensure the accuracy and accessibility of criminal history data for MSP and its justice system partners. Requested funds will assist with infrastructure, training, and standardized evaluations that ultimately provide for a more comprehensive CHR system. The implementation of the proposed projects will substantially improve the quality and quantity of records available to systems queried by the National Crime Information Center (NCIC) and the National Instant Check System (NICS) Indices. Overall, these improvements will allow justice system partners to tailor their response to subjects progressing through the system and provide the most up-to-date information to prevent a prohibited person from legal firearm possession.
