Description of original award (Fiscal Year 2022, $74,186)

The Maryland SAC (MSAC) requests funds for three projects. First, the MSAC is requesting to continue activities under the Client Legal Utility Engine (CLUE) project which will involve using a data scraper to analyze court data through 2021.  MSAC will use this court data to analyze prosecution rates, sentencing length trends, court ordered restitution, and determine the impact of COVID-19 on court trends. The second project is a continuation of creating a data inventory for adverse childhood experiences (ACEs), which are very common in Maryland and can lead to negative outcomes. This project involves receiving data from a variety of local, state, federal, and non-profit agencies. The MSAC will continue to clean and collate all data and create an interactive dashboard that can be used to better evaluate the youth outcomes of the SAA grants that address ACEs as well as use the data to allocate resources in areas of need. The third project involves analyzing human trafficking data from an enforcement, prosecutions, and victim services lens. The MSAC will survey law enforcement agencies regarding the investigation of human trafficking cases. The MSAC will use existing state court data and merge it with federal data to analyze prosecutions and sentencing trends for human trafficking cases. Lastly, MSAC will review federal victim data both from the Office of Victims of Crime Performance Management Tool and the National Human Trafficking Hotline to obtain of better understanding of human trafficking victimology in the state.
