The book is intended to inform both criminal justice agencies and research applicants about their rights, obligations, and potential liability and to facilitate the availability of criminal history record information for research purposes under adequate security and confidentiality restrictions. Specific discussions are included which relate to researchers' rights to information, obligations of the data recipient, and responsibility of the criminal justice agency. The document also discusses agency procedures that might be implemented to ensure compliance with the regulations and presents suggested sample forms to be used in conjunction with the procedures. In addition, a section provides answers to some of the most common questions that have arisen concerning the research and statistical dissemination provisions. The document is based mainly on the standards set forth in 28CFR Parts 20 and 22 but is also of relevance to the general public interested in research or statistical use of administrative records.
