This document provides the necessary information for local law enforcement agencies and regional reporting centers to participate in Ohio's Incident-Based Reporting (IBR) system.
Abstract

Incident-based crime reporting was established in Ohio in 1986, and the State's current Uniform Crime Reporting (UCR) program consists only of IBR data. Offenses are recorded using Ohio's Revised Code, with conversion to the National Incident-Based Reporting System (NIBRS). This conversion provides local agencies with more details on offenses and improves data reliability and utility. The Ohio IBR system collects information on up to 10 arrest charges, has expanded codes for several NIBRS data elements, and has 17 additional data elements. Modes and requirements of participation in Ohio's IBR system are described, as well as data submission procedures and data sources. The bulk of the document contains IBR data elements.
