This publication is the 15th in a series of reports that present public expenditure and employment data on civil and criminal justice activities in the United States. Over the past 15 years there have been significant changes in the methodology used to produce justice expenditure and employment data. Generally, 1971-79 and 1985 data are comparable, but data for 1980-84 were collected using a different methodology and are not completely comparable to the 1971-79 and 1985 data; data for 1980-84 are comparable across that period. Readers interested in comparing the data in this report with the data for 1971-79 and 1985 should do so only with a full understanding of the changes made and data limitations described in the survey methodology section.
