The report also highlights other drug data sources frequently used by the Drugs and Crime Data Center and Clearinghouse in responding to requests. The reports revealed that in 36 percent of violent crime victimization in 1989, victims reported that they believed that their assailants were under the influence of drugs or alcohol. In 46 percent of violent crime victimization, the victim did not know whether the offender was under the influence. Among jail inmates in 1989, 44 percent used drugs in the month before the offense, 30 percent used drugs daily in the month before the offense, and 27 percent used drugs at the time of the offense. Overall, 13 percent of convicted jail inmates said that they committed their offense to obtain money for drugs. State and local law enforcement authorities made nearly 1.1 million drug arrests in 1990. Drug law offenders represented one-third of all persons convicted of a felony in State courts in 1988. During the first half of 1989, two- thirds of students ages 12 to 19 reported availability of drugs at their school. Thirty-seven percent of the population age 12 and older reported use of an illicit drug at least once in their lifetime, with 13 percent using a drug within the past year. Data tables and notes
