Rates of Index crimes rose starting in 1977, but have declined 26 percent since 1981, mainly because of increased law enforcement efforts, citizen crime prevention efforts, and a drop in the numbers of juveniles and young adults in the District. Arrests for adults and juveniles rose in 1985, after declines in recent years. Drug arrests have risen sharply over the last 10 years. Prosecutions and convictions of adults increased between 1984 and 1985, whereas guilty dispositions for juveniles decreased. Correctional beds, expenditures, and daily prison populations have all increased substantially during the 1980's. Parole releases increased and parole revocations declined in 1985.
