A 1992 census of State and local law enforcement agencies showed that governments funded 17,360 police and sheriff's departments, employing approximately 603,000 full-time sworn officers with general arrest powers and 237,000 nonsworn civilian personnel.
Abstract

Other findings include the following: general purpose police departments employed 61 percent of all officers nationwide; civilian employment in general purpose departments grew over 27 percent since 1986; the total number of employees increased by about 17 percent since 1986; and the number of general purpose officers per 10,000 U.S. residents increased by 7.1 percent. Overall, there were 24 police and sheriffs' officers per 10,000 U.S. residents in 1992. Employment statistics are presented by police and sheriffs' departments and compared with 1986 figures. A State-by-State analysis shows total numbers of officers, general purpose officers, and special police officers. 9 tables
