This manual is intended to help State officials and others in planning and conducting audits to assess the completeness and accuracy of the criminal history record databases maintained by central State repositories.
Abstract

The manual also aims to help State repositories assess compliance by State and local criminal justice agencies with statutory reporting and other legal requirements. The text describes methods of auditing the levels of data quality in the central database by in-house methods and by methods that require reference to external information. It also explains how to audit the contributing criminal justice agencies, either as part of an audit of the repository database or as part of an ongoing local agency audit program. Individual sections also cover Federal and State requirements regarding the completeness and accuracy of data. The audit methods described can be used alone or in combination in a particular audit, depending on the goals, the accuracy desired, the resources available to the auditors, and other considerations.
