Description of original award (Fiscal Year 2020, $359,180)

The goal of the National Criminal History Improvement Program (NCHIP) is to improve the Nation's safety and security by enhancing the quality, completeness, and accessibility of criminal history record information and by insuring the nationwide implementation of criminal justice and noncriminal justice background check systems. BJS provides direct financial and technical assistance to the states to improve criminal history and other related records and to build their infrastructure to connect to national record check systems both to supply information and to conduct the requisite checks.

Under this award, the Oklahoma District Attorneys Council (DAC) will use funds to purchase livescans for the Sheriff’s Offices in the following counties: Blaine, Bryan, Caddo, Craig, Haskell, Hughes, McIntosh, Ottawa, Potomac, Roger Mills, Sequoyah, and Washita. A livescan will also be purchased for the Village Police Department. These devices will allow fingerprint and arrest data to be electronically reported to OSBI, and then forwarded to the FBI for inclusion in the national system. The Oklahoma Department of Corrections is also requesting funds to purchase six livescan devices to be placed around the state. These devices will be used to electronically report fingerprints and palm prints to Oklahoma’s Sex Offender Registry and to the state repository.

Additionally, funds will be used to pay for management and program support personnel, who will perform coordination and monitoring activities, including programmatic and fiscal oversight. The DAC program manager will conduct periodic in-person site visits with sub-grantees throughout the lifetime of the grant.
