Description of original award (Fiscal Year 2016, $691,356)
The NICS Improvement Amendments Act of 2007, Pub. L. 110-180 ("NICS Improvement Act"), was signed into law by the President on January 8, 2008. The NICS Improvement Act amends the Brady Handgun Violence Prevention Act of 1993 ("the Brady Act") (Pub. L. 103-159), under which the Attorney General established the National Instant Criminal Background Check System (NICS). The Brady Act requires Federal Firearms Licensees (FFLs) to contact the NICS before transferring a firearm to an unlicensed person for information on whether the proposed transferee is prohibited from receiving or possessing a firearm under state or federal law. The NICS Improvement Act authorizes grants to be made in a manner consistent with the National Criminal History Improvement Program (NCHIP).
Under the 2016 NARIP priority areas, the Missouri State Highway Patrol (MSHP) will administer and monitor the following 6 projects in collaboration with their partner agencies:
1) Complete Development of the Show-Me Courts System: The Office of the State Courts Administrator (OSCA) will continue to develop the new Show-Me Courts case management system. NARIP funds will be used to fund two Senior IT Programmers who will work with the Show-Me Courts project team to complete the programming for the system that is necessary for associate and circuit level criminal case processing. The development includes: felony conviction reporting; warrant processing; drug and alcohol case; and criminal level adult abuse actions, including misdemeanor convictions.
2) Missouri Police Chiefs Association NICS Reporting Training: NARIP funding will be used to provide and support NICS reporting training in May 2017. The training will cover the importance of submission of NICS related data and will also include topics on criminal records management, operations and best practices, records retention, technological enhancements, NICS standards, and information sharing considerations.
3) Missouri Office of Prosecution Services (MOPS) Case Management Development: MOPS is currently working on the design and development of a new statewide case management system. The development of this system is being funded with FY15 NARIP funds. During the system design, MOPS identified a need to develop a Central Charge Code and Language Repository, an interface with a Secure e-mail server, additional server space to house electronic charge information, and a secure web-site to provide training and education to case management users.
4) MOPS Case Management Installation: MOPS will implement the electronic case management systems to the final five state prosecutor offices. The Karpel Prosecutor Case Management System will be fully deployed and user-ready once installed. All state charges in the 5 new prosecutor offices will be able to electronically report all state charges which will increase the accuracy and timeliness of the information at the Missouri Central Repository and subsequently to the NICS as well.
5) MOPS Laptops: MOPS will use NARIP funding to purchase laptops for prosecutor offices that employ 10 individuals or less. The Offices must agree to become certified within the Missouri Uniform Law-Enforcement System (MULES) and use an approved electronic case management system for electronic history reporting. The laptops will ensure that the offices are using up-to-date equipment and also prepared for any upcoming case management system enhancements.
6) MSHP Equipment for Researching Missing Dispositions: The MSHP will use NARIP funding to purchase electronic equipment to help with the researching of missing disposition information. Equipment that will improve the process of identifying the missing information includes: tablets, monitors, and a document scanner. (CA/NCF)
