The goal of the National Criminal History Improvement Program (NCHIP) is to improve the Nation's safety and security by enhancing the quality, completeness, and accessibility of criminal history record information and by insuring the nationwide implementation of criminal justice and noncriminal justice background check systems. BJS provides direct financial and technical assistance to the states to improve criminal history and other related records and to build their infrastructure to connect to national record check systems both to supply information and to conduct the requisite checks.

Under this award, the Guam Judicial Branch, the NCHIP administering agency, will use funds to complete several projects to support the Territory's efforts to participate in the Interstate Identification Index (III), ensure the timeliness and completeness of its criminal history records, and replace obsolete equipment to safeguard and maintain its criminal history record information. Specifically, the Judiciary will complete tasks associated with the following projects: 1) Procure contractual services to design, implement, and test a user interface to fully integrate existing criminal history data that is currently maintained in disparate systems by the Guam Police Department, the Guam Department of Corrections, the Office of the Attorney General, and the Judiciary; 2) Purchase needed network infrastructure upgrades and equipment, including blade servers, a network switch, and hardware, that are nearing or have exceeded their life cycle to enable the continued secure and timely transmission of data to the national systems; 3) Hire two data entry clerks to enter State Identification Numbers, FBI numbers, and firearms registration data into the Guam Police Department's Law Enforcement Records Management System to fulfill requirements to become eligible for participation in III; and 4) Hire two data entry clerks to convert manual criminal history records to electronic format and enter the data into the Judiciary's Case Management System to support the Territory's efforts to remain in compliance with FBI standards and requirements and ensure that records can be made available to the national systems.
