Description of original award (Fiscal Year 2014, $286,884)

The goal of the National Criminal History Improvement Program (NCHIP) is to improve the Nation's safety and security by enhancing the quality, completeness, and accessibility of criminal history record information and by insuring the nationwide implementation of criminal justice and noncriminal justice background check systems. BJS provides direct financial and technical assistance to the states to improve criminal history and other related records and to build their infrastructure to connect to national record check systems both to supply information and to conduct the requisite checks.

The Idaho State Police (ISP) Bureau of Criminal Identification (BCI) is the NCHIP administering agency and the state repository for criminal history information. Under this award, the ISP/BCI will use funds to convert approximately 400,000 hard card fingerprint source documents into a fully electronic format in the state's Automated Biometric Information System (ABIS) archive. Although nearly 85% of the new arrest prints come into the bureau in an electronic NIST package these older records only contain the minutia in the state ABIS matchers. The full NIST compliant record is not currently stored in the archive for future access. These funds will ensure all the source documentation is converted into the NIST standard format and available to the national system for criminal justice and background check purposes. (CA/NCF)
