Description of original award (Fiscal Year 2013, $172,697)

The goal of the National Criminal History Improvement Program (NCHIP) is to improve the Nation's safety and security by enhancing the quality, completeness, and accessibility of criminal history record information and by insuring the nationwide implementation of criminal justice and noncriminal justice background check systems. BJS provides direct financial and technical assistance to the states to improve criminal history and other related records and to build their infrastructure to connect to national record check systems both to supply information and to conduct the requisite checks.
Under this award, the Nebraska State Patrol will use funds to: 1) update criminal history records with invalid Document Control Numbers (DCNs) by correcting existing information or updating records with missing dispositions; 2) rewrite the Patrol Criminal History (PCH) database to allow for dispositions to be transmitted to the FBI in real time through the state message switch and to make arrest charges statute-based to improve the readability of Nebraska's criminal history records by other states and the FBI; and 3) employ a criminal history auditor to work with the courts and criminal justice agencies in Nebraska to ensure and improve the quality and accuracy of criminal history records across the state.
