D.C. Metropolitan Police Department FY 2012 NCHIP Project

The goal of the National Criminal History Improvement Program (NCHIP) is to improve the Nation's safety and security by enhancing the quality, completeness, and accessibility of criminal history record information and by insuring the nationwide implementation of criminal justice and non-criminal justice background check systems. BJS provides direct financial and technical assistance to the states to improve criminal history and other related records and to build their infrastructure to connect to national record check systems both to supply information and to conduct the requisite checks.

The District of Columbia Metropolitan Police Department (MPD) will use NCHIP funds to implement a solution to correct its current backlog of dispositions and establish a way forward for new disposition data by interfacing existing platforms. Specifically, MPD will use funds to develop a JUSTIS Web Service Interface to enable WALES II, D.C.'s repository for warrant data, offense data, and other criminal history data, to be updated with disposition data from Courtview, the system used by D.C. courts. The development and implementation of the interface is expected to correct the root cause of the current backlog. MPD will also use funds to employ contractual services to perform a batch processing of records since 2008 to ensure that dispositions are properly recorded. The contractor will translate the JUSTIS Web Service XML to WALES II disposition transaction, develop batch processing for the disposition backlog, and develop and test daily batch processing for the current disposition backlog and future disposition updates. These projects will improve the accuracy and availability of disposition data in the Interstate Identification Index (III).
