Computerized Criminal History (CCH) System Replacement Analysis

The goal of the National Criminal History Improvement Program (NCHIP) is to improve the Nation's safety and security by enhancing the quality, completeness, and accessibility of criminal history record information and by insuring the nationwide implementation of criminal justice and non-criminal justice background check systems. BJS provides direct financial and technical assistance to the states to improve criminal history and other related records and to build their infrastructure to connect to national record check systems both to supply information and to conduct the requisite checks.

Under this award, the Minnesota Bureau of Criminal Apprehension (BCA), located with the Department of Public Safety, will use funds to continue the process of replacing the state's Computerized Criminal History (CCH) System. The age of the current CCH system (over 20 years old) is severely hampering the state's integration efforts. For example, the Minnesota courts updated their court records system several years ago and it has taken more than four years to update the CCH to support the new data structures from the courts and the effort is still not complete. The project tasks under this award are intended to provide real progress and will advance the CCH replacement effort to the next logical phase by refreshing the design to reflect current architecture and infrastructure, and developing select portions of the new CCH that demonstrate overall feasibility.
