Description of original award (Fiscal Year 2024, $783,955)
Under this award, the Wisconsin Department of Justice (WI DOJ) requests funds to work in tandem and continue the work of Wisconsin’s NCHIP Supplemental 2023 project that is focusing on the lack of tools to identify arrest events that have not been submitted to the state’s computerized criminal history (CCH) system, but likely should have, creating technical documentation related to the flow of court data into the CCH, and assessing the CCH for potentially missing court records. This project proposes to create technical documentation related to the flow of prosecution data into the CCH, expand the tools to identify unsubmitted arrest events to include prosecutor data, and audit the completeness of prosecution data sent to and consumed by the CCH. This project also proposes to address two additional gaps in the utility of the CCH for our statewide criminal justice partners. First, this project will explore the possibility of creating an automated process to flag persons who are prohibited from possessing a firearm based on state statutes and will explore making that information available to law enforcement and prosecutors. Second, this project proposes to make prosecution statistics from the CCH available to prosecutors to aide in their data driven decision making.
