FY 2023 NICS Act Record Improvement Program

The Alaska Department of Public Safety (DPS) will use funds for six Criminal Justice Technicians (CJTs) and one Criminal Justice Specialist to research Misdemeanor Crimes of Domestic Violence (MCDV) convictions for submission into the NICS Indices and the III.  Each conviction will be assessed to determine if it constitutes firearm disqualification; there are roughly 71,000 convictions to be reviewed.  The CJTs will also enter mental health commitments, misdemeanor firearms conditions of probation, process NICS requests, and maintain firearm disqualifying domestic violence protective orders.  The DPS will use funding for three CJTs to address a backlog of approximately 37,000 dismissal reports and to locate and enter missing felony/misdemeanor dispositions.  There are over 182,000 records with missing dispositions in the repository.  The DPS will also use funding to replace the Alaska Concealed Handgun Permit repository that currently exists on the legacy mainframe which houses the legacy criminal history repository currently being replaced.  The Alaska Court System (ACS) will use funds to purchase a module to pre-populate electronic forms that can be edited in the court room. A Programmer Analyst is needed to work on maintenance and enhancement of the court room solution, including the electronic forms and their deployment to the largest remaining courts to improve the timeliness of issuing and distributing judgments. Two Records Clerks are also needed to prepare for scanning a substantial backlog of criminal case files that pre-date eFile. Digitizing these files will increase timely accessibility to criminal dispositions needed at the state and federal level.
