2024 Census of State Adult and Federal Correctional Facilities (CCF)

The Bureau of Justice Statistics (BJS) will collect data via the 2024 Census of State and Federal Adult Correctional Facilities (CCF) that are intended to (a) describe the characteristics of adult community-based and confinement correctional facilities and (b) allow BJS to describe the conditions in which this population is being held. The census includes all correctional facilities administered by the 50 state departments of corrections or the Federal Bureau of Prisons (BOP) or operated under contract to hold persons primarily for state correctional authorities or the BOP within the United States. These facilities are intended for adults but sometimes hold juveniles. The information collected informs BJS on issues such as capacity and crowding; conditions of confinement; security staff-to-inmate ratios; facility function, including provision of medical and mental health care; safety and security; and inmate reentry. The CCF also serves as the means to identify the universe of facilities from which a sample is drawn for BJS’s Survey of Prison Inmates, an omnibus survey that collects a wide range of data on the personal and criminal histories of prisoners. RTI will assist BJS with this data collection over a 27-month period of performance by conducting all activities related to identifying appropriate respondents; conducting frame verification; conducting data collection; and processing, analyzing (or preparing analysis-ready files), and disseminating data from the CCF through conferences or stakeholder meetings. RTI will also perform all related systems and instrument programming to ensure high-quality roster and survey results. BJS will manage the requisite generic and full Office of Management and Budget clearances, with input from RTI on the necessary materials and descriptions. RTI will also obtain any needed Institutional Review Board approvals or waivers.
