The Oklahoma SAC plans to use funds to analyze incidents reported in the State Incident-Based Reporting System (SIBRS) from 2021-2023 for approximately 439 agencies who reported an aggravated and/or simple assault. This proposed study will be the first in-depth project to analyze aggravated and simple assaults reported to SIBRS by all local law enforcement agencies for multiple years. For the proposed project, the SAC will examine reporting practices across jurisdictions, changes over time, quality/completeness, clearance of incidents, and various data elements (i.e., injury types, relationship types, weapon types, circumstances). In Oklahoma, citizens voted to approve and implement medical marijuana in 2018. Since then, crime (including violent crime) surrounding medical marijuana operations has increased. The SAC, during data quality analysis, will assess if any of the aggravated and simple assaults were related to a medical marijuana operation (i.e., grow operations, dispensaries, etc.). In addition to assessing where the crime occurred, staff will conduct a data quality review to ensure data elements are accurately reported based on narrative descriptions.
