California Department of Justice Law Enforcement Agency Rapid Deployment Model

California Department of Justice (CA DOJ) has partnered with the Integrated Justice Information Systems (IJIS) Institute to rapidly transition California law enforcement agencies (LEAs) to the California Incident-Based Reporting System (CIBRS). This initiative has resulted in cost savings of over $10 million, and consolidated implementations to improve processes and communications across hundreds of stakeholders. Though great accomplishments have been realized with over one hundred agencies, significant gaps exist in the progress sought in high-target agencies, representing both a high population served as well as high criminal activity.
The goal of this supplemental funding request seeks to expand the existing Rapid Deployment Model effort to ensure successful CIBRS implementation for no less than three of the largest California data contributors including the San Francisco Police Department, Los Angeles Police Department, and the Los Angeles County Sheriff’s Office. These three agencies comprise approximately 20% of the state population and 23% of overall state crime statistics. The gap in crime statistics that will occur if these agencies do not successfully implement CIBRS is significant and will leave a major void in our understanding of crime and criminality in California and nationally. This technical assistance will help other critical California LEAs to ensure program success.
