FY21 National Criminal History Improvement Program (NCHIP)

The Arizona Criminal Justice Commission (AZCJC) will use FY21 NCHIP funds for eight projects as well as funds for AZCJC administrative services for managing the projects. Project 1: Coconimo County Attoney’s Office disposition backlog project will reduce the number of open and missing dispositions through research and providing the correct and complete information for those dispositions. Project 2: The City of Scottsdale Livescan project will move from the manual ink and roll process to an automated Livescan device which will improve the quality and timeliness of fingerprints from Scottsdale to AZDPS. Project 3: Lake Havasu City Justice Court criminal history data project will clear up the remaining backlog of open criminal cases by addressing the disposition reporting and record keeping discrepancies. Project 4: The Arizona Dept of Public Safety (AZDPS) NFF will help AZDPS to be a fully participant in the FBI’s NFF and allow Arizona to be the sole disseminator of the criminal history information. The project will continue with the researching, automating and verifying of records in the ACCH database as well as providing the proper ABIS technical enhancements needed for AZ to become a full NFF participant. Project 5: AZDPS criminal history records maintenance project will continue with the automating and correcting of criminal records of thousands of records to ensure the records are complete. Project 6: El Mirage Police Department disposition backlog project will research and correct fingerprint cards and dispositions to process them accurately. Project 7: Lake Havasu City Municipal Court criminal history data clean-up project will clear-up the backlog of 25,000 open cases to ensure the records are accurate and reported properly to AZDPS. Project 8: Mohave County Superior Court Livescan Equipment project will help with disposition reporting and capturing of fingerprints in real-time at the time of the arrest. All projects address the NCHIP priority areas of reducing backlogged disposition records, implementation of Livescan machines to improve the efficiency of fingerprinting and criminal history records, and automating non-criminal history processes. In addition, the projects specifically address the FY21 priority area, either directly or indirectly, of improving dispositions and mental health submissions to NICS.
