Description of original award (Fiscal Year 2021, $77,000)

In 2019 and 2020, the Louisiana Commission on Law Enforcement’s Louisiana Statistical Analysis Center (LSAC) and its software development vendors created the initial phases of the Louisiana TrackCrime system. This system is an enterprise cloud solution for Crime in Louisiana’s data and analytics. TrackCrime will eventually replace the state’s legacy systems, UCR Online and LEMIS IBR. The new system will collect accurate and comprehensive detailed crime data from law enforcement agencies for specific types of crime and victimizations beyond the existing federal requirements.

Currently, there are a limited number of Louisiana crime data metrics collected for arrests and convictions involving domestic violence. Most organizations are reporting summary statistics that do not provide the details for meaningful domestic violence crime analysis. There are disparate state systems with redundant IT costs which results in a lack of real-time and interactive data analytics in reporting domestic violence and other important state level crimes. Record management systems can be very costly for individual law enforcement agencies, especially in the area of encryption and security needs.

The LSAC is requesting funds to complete the development of TrackCrime, a unified enterprise level system with a responsive web-based design for all devices. It will be a replacement to legacy systems. Organizations will have the capability to electronically submit crime details beyond summary reports to the State Repository. There will be quality control modules put in place to monitor data submissions and data quality issues.
